New Data Shows Drop In Violent Crime ArrestsThere are new questions about the Baltimore City police department's arrest polices. WBAL-TV 11 News I-Team lead investigative reporter Jayne Miller said the new data shows they have actually dropped despite all the controversy surrounding the volume of arrests.
